Drain oranges, reserving juice. Add water to make it equal 1 cup. Dissolve jello in boiling water until completely dissolved. Stir in juice/water. Refrigerate 1 hour and 15 minutes.
Stir in cool whip with wire whisk until smooth. Refrigerate 10 minutes to firm a little. Fold in oranges and marshmallows.
Refrigerate 3 hours or until firm.
