Strip corn, put cob in pot with water. Bring to boil, simmer 15
minutes.
Cook bacon and remove. In bacon fat saute onion 5 minutes. Stir in
pepper, 10 minutes. Add potatoes to broth along with onions and
peppers along with seasonings. Simmer till tender. Add corn, can
make ahead until this point.
Bring to simmer. Stir in cream. Add Bacon and serve.
