In a large saucepan, combine the first four ingredients. Cook over medium heat until sugar is dissolved. Gradually add milk and mix well. Continue cooking until candy thermometer reading 226 degrees (firm ball stage). Remove from heat and stir in vanilla until blended. Fold in pecans. Drop by tbsp onto a greased pan. Chill until firm. Felt chocolate in a microwave safe bowl or double broiler. Drizzle over each cluster.
