In a skillet brown ground beef on med to med-high heat. In a sauce pan heat refried beans over low heat adding milk to thin just to a spreading consistency then sprinkle with onion powder to taste (About 1/2 a tsp and you can also add salt and pepper if desired).
Once ground beef starts to cook, stir, and break into small pieces. Once mostly browned, strain meat in a colander, then add meat back to skillet, add taco seasoning, and turn heat to low. Get a full size cookie or baking sheet and cover with foil. Preheat oven to 350°. Then thinly slice green onions.
Cover your baking sheet with the tortilla chips, spreading them evenly. Spoon the refried beans evenly over the chips, sprinkle the ground beef over the beans, sprinkle on the cheese, add the salsa and the jalapeños. Now put your almost done nachos into the oven and turn your oven light on. Let them cook, watching constantly until cheese is melted and starting to brown, remove from oven.
Spoon sour cream on top, sprinkle with olive slices and green onions, and done. Serve while hot.
