Pour 1 cup boiling water over bulbar, let stand 5 minutes. Mix together cornmeal, flour, cheese, sugar, baking powder, and salt. In separate bowl, mix eggs, milk, green onions, oil and basil. Drain bulgar and add to mixture and mix well. Add flour mixture and stir until moistened. Pour batter into greased and floured pan. Bake at 375 degrees for 40-45 minutes. Cool and serve.
