Spray saute pan with olive oil spray over medium-high heat. Add tomatoes with liquid, water, cauliflower, and garlic, mix, and cover. Let simmer for 5-10 minutes (really, I just eyeball it) until cauliflower is tender. Transfer cauliflower mixture to baking dish and top with cheese. Bake in oven for 10 minutes or until cheese is melted and brown on top. Serve with a dollop of lowfat sour cream.
