Combine oil, egg, buttermilk, and vanilla. Stir in flour, brown sugar, baking soda, and salt until just moistened. Add rhubarb and pecans. Fill greased or paper lined muffin cups 2/3 full. Combine toping ingredients. Sprinkle over muffins.
Bake at 375 degrees for 20-25 minutes
