Combine beef, broth, teriyaki sauce, brown sugar, ginger, garlic and red pepper flakes, if desired, in slow cooker. Cover and cook on low for 6-8 hours.
Twenty to 45 minutes before serving, whisk the cornstarch and water together in a small bowl. Stir this mixture and the broccoli into the cooker. Cover and cook until the broccoli is tender. Taste and add salt and pepper as needed. Serve over the rice.
