Spread cream cheese evenly over one side of each tortilla. Lay roast beef over cream cheese, leaving 1/2 inch border. Put spinach over beef. Arrange red peppers over all.
Roll up tightly and wrap in plastic wrap. Refrigerate at least 30 minutes or rest of day.
To serve, unwrap and cut each roll crosswise into 12 slices.
