Preheat oven to 350 degrees. cream first 5 ingredients, set aside.then sift next 6 ingredients, and mix vinegar and milk. slowley add dry ingredients and milk into creamed mixture with blender. then stir in carrots, raisins, and walnuts. Put mixture in cup cake pan. Cook 30 minutes. Let cool completely.

For frosting put 1 cup succrant in food processor, add philadelphia cream cheese to processor, burst till crumbly, add milk. if not creamy enough,can add more milk.
