Spray a 10 inch glass pie plate and the outside of a 6 ounce custard cup with vegetable cooking spray. Add graham cracker crumbs to pie plate; tilt and rotate plate to coat bottom and sides. Shake out excess crumbs. Place custard cup in center of pie plate. Mix flour, baking powder, cinnamon and nutmeg. In a large bowl mix butter and sugar with a wooden spoon until blended. Add egg and milk; beat until smooth and fluffy. Stir in flour mixture, then apple. Spread in prepared plate, sprinkle with topping. Place pie plate on a plastic trivet or inverted saucer in microwave oven. Microwave uncovered on low 5 minutes, rotating plate 1/2 turn once. Increase power to high. Microwave 4 to 6 minutes, rotating plate 1/2 turn once, until pick inserted in center comes out almost clean. Let stand on flat heatproof surface 15 minutes or until cake springs back when lightly touched. Remove custard cup and serve.
