Preheat oven to 350F. In lage bowl, combine flour, oas, brown sugar, baking soda, & salt. Cut in butter until crumbly. Reserve 1 1/2c. crumb mixture & press remainder in bottom of 9x13 pan. Bake 15 mins.
Add nuts to reserved crumb mixture. Set aside.
In heavy saucepan, over low heat, melt caramels with condensed milk, stirring until smooth.
Spoon pie filling over prepared crust. Top with caramel mixture & then cover with crumb mixture.
Bake 20 mins or until set. Cut into 12-24 squares. STORE IN REFRIGERATOR!!!!!!!!!!
