Sift 1 2/3 cups sugar with remaining dry ingredients. Add shortening. Slowly blend in milk, water and vanilla. Add eggs, one at a time. Beat well, about 2 to 3 minutes. Divide equally into two layers each. Whip cream with 1/4 cup sugar and gelatin dissolved in cold milk. Spread between layers. Ice with the following frosting.

Chocolate Frosting- Combine 1/2 cup shortening, and 1/4 cup cocoa; stir in 4 cups confectioners sugar, 1 cup hot evaporated milk, and 2 teaspoons vanilla. Beat until thick.
