Mix crumbs,powered sugar and butter.Press into the bottom of a 9x13 pan.Bake for 10 minutes at 350 degrees.Remove from oven and set aside.
Mix milk and coconut.Spread over crust.Bake for 10 minutes.
Cover with chips,return to oven for 1 minute-just to soften the chips. Spread over bars and let cool.
