Combine brown sugar and butter until creamy. Spread on sides and bottom of 8 x 11.5 glass oblong baking dish. Sprinkle bottom with pecans. Set aside.

Stir together sugar with flour. Cut in shortening until crumbly. Add buttermilk and make a soft dough. Thinly roll into a large rectangle on floured surface. Spread thick layer of butter over dough. Top butter with brown sugar. Sprinkle with cinnamon.

Starting with long side of rectangle carefully roll up and pinch seam together. Slice into 1-inch rolls and place cut side down on pecans.

Bake on center rake of oven at 375-400 degrees until tops are golden brown. Remove from oven, invert pan onto large serving plate.
To ice- Stir together powdered sugar, vanilla and enough milk to make a thick icing. Spread over rolls and serve.
