Combine sugar and corn syrup in saucepan. Heat to a boil, stirring often. Remove from heat. Add peanut butter, stir until creamy. Pour over Rice Krispies until all are covered. Press into greased 9x13 pan and let set and cool. In microwave safe bowl; melt chocolate and butterscotch chips. Stir every 60 seconds until melted. Spread over top of cooled bars.
