Place beef in bowl.
Add water, 1T at a time until water is absorbed by beef. Sprinkle cornstarch over beef and work into the beef with hands.
Blanch veggies for 20 seconds in large pot of boiling salted water. Drain, set aside.
Drizzle oil around sides of stir fry pan. Tilt to distribute evenly. Heat until it smokes slightly.
Add beef, garlic and ginger. Add stir-fry sauce, stir until heated through.
