Preheat oven to 325°. Combine dry ingred. Beat butter and sugar until light and fluffy. Add eggs one at a time. Alternately add dry ingred. and yogurt. Add lemon zest and juice and beat another min. Spoon into muffin pan and bake 18-20 min. For frosting beat cream cheese and butter until light and fluffy. Gradually add sugar until incorporated. Beat in vanilla, lemon zest, and lemon juice. Frost cupcakes.
