Preheat oven to 350 degrees. In shallow bowl, combine flour, and 1 teaspoon each of salt and pepper. Cut wing tips off and dredge chicken quarters in flour mixture. Place 2 Tablespoons butter in large, heavy skillet and brown chicken on both sides. Transfer to sprayed 9 x 13 inch baking dish. In same skillet, place remaining butter, brown sugar, honey, and soy sauce and bring just to boiling; stir constantly. Pour mixture over chicken. Bake uncovered for 35 to 40 minutes and baste several times with pan drippings.
