In large bowl combine cucumber, onions, and peppers. Sprinkle with salt & stir to distribute salt through vegetables. Let stand 1-2 hours. Stir occasionally. Drain & rinse twice under cold running water, pressing out moisture. In a large saucepan combine sugar, vinegar and spices. Bring mixture to a boil. Add drained veg. and return to a boil, stirring often. Simmer relish uncovered for 20 mins. or longer until vegetables are tender.
In a cup stir cornstarch and water together and add to relish. Cook until clear about 5 mins. stirring occasionally. Ladle into sterilized jars leaving 1/4 inch headspace. Seal and store in cool, dark place.
