Combine 3 T. butter & 1 oz chocolate in a small bowl, then melt in microwave for 20 - 30 sec.; set aside.
In another bowl, combine remaining melted butter with 2 - 3 t. graham cracker crumbs & stir until moistened. Press graham crackers into bottom of mug.
In a bowl, whisk egg, sugar & vanilla until smooth; add in flour, baking powder, salt, & cocoa; stir to thick batter. Stream in melted butter & chocolate mixture to combine. Fold in remaining chocolate chips. Add 1/2 of mixture on top of crumbs; throw on scoop of marshmallow creme; add remaining batter & microwave 1 min 20 sed. Remove & top with a dollop of marshmallow creme. Pop in microwave 5 - 10 sec. Sprinkle with graham cracker crumbs.
