Mix the pepper, paprika, salt, garlic, onion and cumin seeds in a bowl. Rub on the chicken. Chill, covered, for 2-24 hours. Fill the chicken cavity with stuffing. Truss hte chicken and roast at 375 degrees for 1 hour or until the juices run clear and a meat thermometer inserted into the thickest portion registers 170-180 degrees.
