Toss the green cabbage, red cabbage, carrot, bell pepper, green onions, cilantro, parsley and jicama in a large bowl. Mix the oil, lime juice, orange juice, chiles, coriander, cumin and pepper ina bowl until blended. Add to the cabbage mixture and toss to mix well. Chill, covered, for 2 hours before serving.
VARIATIONS- Celery Slaw, substitute julienne of celery for jicama, substitute 1 T chopped ginger for the chiles and add 1 T sesame oil with the remaining ingredients. Garnish with cilantro leaves and lime wedges.
Cabbage Slaw, substitute 1/2 med head green cabbages and 1/2 med head red cabbage, shredded for the jicama, and add the remaining ingredients.
