In a small saucepan, combine the first 5 ingredients. Bring to a boil; cook ans dtir until sugar is dissolved. Place chicken wings in a 3 qt. slow cooker; add vinegar mixture. Cover and cook on low for 3-3 1/2 hours or until chicken juices run clear.
Transfer wings to a serving dish and keep warm. Pour cooking juices into a small saucepan. Combine cornstarch and water until smooth; stir in juices. Bring to a boil; cook and stir for 2 minutes or until thickened. Spoon over chicken. Serve with slotted spoon. Good over rice for main dish
