Preheat oven to 350. Line baking sheets with parchment paper. In large bowl beat butter and sugar until creamy. Add eggs, vanilla and rum extracts, beat well. In medium bowl, combine flour, baking powder, pumpkin pie spice and salt. Gradually add flour mixture to butter mixture, beating well. Wrap dough in plastic wrap and refrigerate for 1 hour. On lightly floured surface, roll dough to 1/4 inch thickness. Use 4 inch pumpkin cookie cutter to cut dough. Place cut dough on prepared cookie sheet. Bake until edges are very light brown, 8-10 minutes. Once cooled spread frosting on cookies.
Frosting-
In medium bowl whisk cream cheese, butter, pumpkin pie spice with electric mixer. Add powdered sugar in thirds.
