Cream 1 cup butter and brown sugar. Beat in eggs and vanilla. Sift flour, soda and salt, then stir in oats. Mix in dry ingredients.
Melt milk chocolate, add condensed milk, butter and salt. Stir in nuts and vanilla.
Put 2/3 oat mixture into greased 15 x 10" pan. Spread chocolate mixture over oat mixture. Dot remaining oats on top.
Bake at 350 degrees for 25 to 30 minutes.
