Sift regular flour, baking powder, nutmeg and salt in small bowl. Cream butter with sugars until fluffy. Beat in egg and vanilla. Stir in flour mixture, half at a time, blending well to make a stiff dough.
Chill dough several hours or until firm enough to roll. Roll out dough to a rectangle about 15 x 12 on lightly floured surface. Mix walnuts and jam in small bowl. Spread evenly over dough; roll up jelly roll fashion. Wrap in wax paper. Chill overnight or until very firm.
To bake, unwrap dough and slice into 1/4 in thick rounds with sharp knife. Place 1 inch apart on grease cookie sheets. Bake at 375 degrees for 10 minutes or until firm. Cool on wire rack.
