1. Heat oil in skillet over medium heat until hot. Add celery, carrot, onion and bell pepper. Cook and stir until tender. Transfer to Crock Pot Slow Cooker.
2. Add broth, beer, butter, salt and pepper. Cover; cook on LOW for 6 hours or on HIGH for 2 to 4 hours.
3. Dissolve flour in small amount of water. Add to Crock Pot Slow Cooker, stirring in well. Continue cooking 10 to 15 minutes or until thickened.
4. To serve, preheat broiler. Ladle soup into individual broiler safe bowls. Top each with 1/2 up grated cheese. Broil 10 to 15 minutes or until cheese is melted.
