Preheat oven to 350*. Combine flour, oats, brown sugar, baking soda and salt. Cut in butter until crumbly. Reserve 1-1/2 cups of crumb mixture. Press remainder on bottom of 13x9 pan. Bake 15 minutes.
Add nuts to reserved mixture. In a saucepan, melt caramels with condensed milk, stir until smooth. Place apple pie filling on crust, caramel mixture, then crumb mixture. Bake for 20 minutes. Serve with ice cream. Refrigerate leftovers.
