Puree everything except the water and cornstarch in a blender. Mix
the corn starch and water until smooth. Transfer the pepper
mixture to a saucepan and whisk in the corn starch mixture.
Bring to the boil, stirring often. Allow to boil for 1 minute only
stirring continually and remove from heat. Once it is completely
cooled the pepper flecks should be suspended in the mixture.
