Melt butter in medium saucepan over medium heat.
Add garlic (If using fresh garlic, peel cloves and
smash with side of knife. Place whole cloves in
butter.) Let simmer 1 minute. Add cream cheese,
stirring until smooth. Add milk a little at a
time, whisking to smooth out lumps. Heat until a
little thickness is obtained. Stir in Parmesan and
pepper. Turn to low heat and stir until desired
consistency is reached. Remove garlic cloves
before serving.
