Preheat oven to 375 F.
Season beef with salt and pepper. Brown beef, onion and green pepper in large skillet over med-high heat. Cook until meat is browned, breaking up any lumps with the back of the spoon. Add water, diced tomatoes, green chiles, chili powder, cumin, sugar and oregano. Stir and bring mixture to a boil. Reduce heat to low, cover and simmer for 10 min. Uncover and simmer for 2 more minutes. Remove from heat and set aside.
