Preheat oven to 350 degrees. In a heavy sauce pan over low heat, sauté garlic and shallots in butter for 3-4 minutes. Add potatoes and sauté over medium heat for several minutes or until potatoes begin to soften. Season with salt and pepper and stir in cream and ˝ cup cheese. Reduce liquid until thick enough to coat potatoes, stirring occasionally. Transfer to a buttered baking dish. Top with remaining cheese and bake until well browned and potatoes are done.
