To mkae sauce-
Heat oil in saucepan over medium heat. Add shallots and garlic, cook until shallots are translucent not browned. Add flour and cook one minute longer. Remove from heat and add cream, milk and cheese, whick gently to combine. Cook sauce over medium heat for about 10 minutes until reduced by half, stirring frequently to prevent scorching.
Heat a saute pan over medium heat add the ground beef. Cook until well browned, drain excess fat. Add ground drained meat to a saucepan, add the alfredo sauce and gently reheat the sauce.
Bring the water to a boil and add the fettucini and cook for 12 minutes until al dente. Drain.

Suggestions
1 cup pasta with 1/2 cup alfredo sauce.
