Brown meat on high on all sides. Once browned, take
out meat and set aside.
In same pot that meat was cooked, sautee onions a
few minutes until soft. Add diced garlic for one
more minute. Return meat to pan.
Add celery, carrots, red pepper and spices and water
to about 3/4 the height of the meat.
Simmer covered for about 1 hour. Flip meat and
simmer another hour. Then take out meat, cut into
slices, return to pan with sauce. Add sliced
potatoes on top (do not stir them in, just push
them down a little from the top so they get some
sauce on top). Simmer one more hour, covered.
