Drain pineapple and pour syrup in 2-cup measuring cup. add enough water to measure 2 cups. In saucepan combine sugar, cornstarch, vinegar, soy sauce, pineapple syrup, ginger and bouillon cube. Boil for 2 minutes, stirring constantly (make sure bouillon cube dissolves). Pour over chicken. Bake at 350 degrees for 30 minutes. Add pineapple and green pepper. Bake 20 more minutes. Serve over rice.
