Cook noodles according to package. While noodles are cooking, sauté onions, carrots, celery, & potatoes in butter until onions are translucent & potatoes are softened, add salt and pepper to taste. Stir flour into chicken broth, then add mixture to vegetables in a large pot at medium low heat. Once sauce thickens, add milk and continue to stir until it thickens again. Add cheese until melted. Add noodles and serve.
