Preheat oven to 350 degrees.
Cook macaroni in boiling salted water until tender; drain.
In large saucepan, melt butter, then blend in flour, salt and pepper.
Add milk and cook and stir until thick and bubbly. Add onions and
cheese. Stir until melted. Mix until melted. Mix with macaroni.
Turn into a 1-1/2 qt. casserole. Sprinkle with corn flake crumbs.
Bake at 350 degrees for 35-40 minutes. Let it cool slightly before
serving.
