Prepare macaroni as per package directions.
Place onion and two Tbsp butter in small saucepan. Over medium heat, cook until onion is tender.
Stir in flour, salt, mustard and pepper; Cook one minute.
Slowly stir in milk; cook, stirring until smooth.
Add about 3/4 of the cheese and stir until cheese is melted.
When macaroni is tender, drain and place in a greased 2-qt casserole dish. Pour cheese sauce over macaroni, tossing to coat all macaroni.
Top with remainder of cheese. In a small saucepan over low heat, melt 1 tbsp butter; stir in bread crumbs; sprinkle over cheese.
Bake uncovered in 400 degree oven for 20 minutes
