Over medium heat in a large sauce pan, sauté onion and garlic in butter about 3 minutes. Add flour. Cook until blonde in color. (5-7 minutes) Add chicken broth and half and half (or milk)and cook until thickened. Add parmesan cheese and cook until cheese is melted. DO NOT BOIL! In a separate pan add broccoli and water. Simmer just until boiling. NOT SOFT and DO NOT DRAIN. Combine these two pans of ingredients add cooked bowtie pasta.
