Sift together flour, sugar and salt. Melt butter, cocoa and water, bring to boil and pour over dry ingredients. Mix next 5 ingredients. Pour into greased cookie sheet. Bake 20 min at 400. For the icing, mix 1 stick butter, 3 tbsp cocoa powder, 6 tbsp milk, 1 tsp vanilla. Bring to brisk boil, stirring with whisk. Add 2 c powdered sugar. Spread icing after brownies cool.
