In medium saucepan, over low heat, melt butter; stir in flour. Off heat, gradually stir in milk, keeping smooth. Cook over moderately low heat, stirring constantly until thick. Off heat, stir in cheese. Fold in potatoes and ham. Add salt, pepper and paprika enough for pale color. Bake in uncovered 1 1/2 qt. casserole at 400 degrees for about 20 minutes or bubbling hot.
