Slice potatoes thin and boil in well salted water until tender. Oil small baking dish. Drain, reserving water, pour potatoes into baking dish and set aside.
In same saucepan, melt butter, whisk in flour and cook until thickened and bubbly. Whisk milk in gradually until smooth. Add cheese and stir in until melted. Add pepper and a little additional salt to taste. Gently stir potatoes into sauce to coat. Pour into oil sprayed dish. Sprinkle with bread crumbs. Sprinkle cheese on top. Bake 30 minutes at 375 degrees. Broil a few minutes if you want cheese on top to brown more.
