Cut potatoes into 1" pieces and put in saucepan; add garlic & cover with cold water; bring water to a boil, reduce heat & simmer, covered until potatoes are tender, about 15 min. Drain well & place in a large bowl; beat with mixer on low until potatoes are mashed
Place milk & butter in small pan over low heat; cook & stir until milk is warm; beat into potatoes, adding sour cream- blend until almost smooth
Add parsley, rosemary & thyme, mix & serve
