Heat oven to 350 degrees. In large skillet, cook and stir ground beef until lightly browned; drain grease. Add onions, and green peppers; cook and stir until onion is tender. Stir in tomatoes, rice, chili powder, salt and pepper. Heat through. Pour into ungreased 2 qt casserole. Cover, bake 1 hour. An interesting alternative to rice is to add uncooked macaroni.
