Heat EVOO in a pot (that has a lid), over medium
heat uncovered. Saute carrots, onions and garlic
until tender, about 10 minutes. Add ground beef and
break up in skillet. Add some salt and pepper.
Drain off excess fat.
Add meat back into pot. Stir in pasta sauce,
basil, oregano, and red pepper flakes. Cover pot
with lid and increase heat until sauce simmers.
Taste and add in any ingredients, including sugar
or tomato paste if necessary. Reduce heat to
medium low, add milk and let simmer covered for
about 30 minutes. After, take off lid and let
sauce simmer until liquid is reduced.
Cook pasta according to instructions. Drain, ladle
with bolognese sauce and top with grated Parmesan
cheese.
