In a mixing bowl, combine the flour, sugar, cocoa, soda, and salt. In another bowl, combine water, oil, vinegar and vanilla; add to dry ingredients and mix just until blended. Pour into a Pam sprayed 8-inch square baking pan. Bake at 375 degrees for 20-25 minutes or until a toothpick inserted neat the center comes out clean. Cool slightly before cutting. Serve warm with ice cream or whipped cream. No need to frost.
