Spray a 2 quart oblong, oven-proof casserole with cooking spray.
Drain artichoke hearts, reserving 1 cup of liquid. Cut artichoke hearts in half. Mix bread crumbs, 1/2 cup parmesan cheese, green onions, celery, salt, and pepper. Cover bottom of baking dish with bread crumb mixture. (Save remaining Parmesan mixture for topping.)
Cover bread crumb mixture with half of the green beans and artichoke hearts. Cover beans with half of the artichoke liquid and drizzle with 1/3 cup of olive oil.
Add another layer of the remaining green beans and artichoke hearts, then the rest of the bread crumb mixture. Moisten evenly with the rest of the artichoke liquid and olive oil. Sprinkle with 1/4 cup grated parmesan. Sprinkle small amount of dried parsley flakes and paprika for color. Bake at 375 degrees for 45 minutes, or until hot and bubbly.
