In a skillet over medium heat, saute the onion & garlic in the oil until tender. Add the shrimp and saute another 5 minutes. Add the tomatoes, green chilies and cayenne. Cover and low simmer for 10 minutes. Serve over cooked white rice.
If you can find the diced tomatoes that already have the green chilies added, you can use that and there's no need to add the extra small can of chilies.
