Heat milk in saucepan over medium-high heat but do not boil. In mug or small glass bowl, combine cocoa powder, 4T vanilla bean sugar and peppermint extract.
Pour 1/2 c of heated milk into mug/bowl and stir to form paste. Mix until smooth.
Add paste into hot milk in saucepan, stirring well to fully incorporate.
In small bowl, whip heavy cream/coconut cream on high speed with electric mixer to form whipped cream. Add in 1T vanilla bean sugar at end of whipping. Garnish with crushed candy canes.

Suggestions
To give as gifts, package cocoa mix into small glass jars or bags tied with ribbons and tape candy cane to lid of jar or package with recipe.
